    announce that for every terrorist attack, no matter how many are killed or what weapon is used, 10,000
    immigrants will be deported, starting with the most recently arrived.
    this will "encourage" the "moderate immigrants" to take a much more active role in policing their own and ensuring the safety of their host country.
